Supporting a Green Reconstruction of Ukraine: Leveraging Standards and Technical Regulations for a Sustainable Future

Kyiv, 10 October 2024 - The United Nations Industrial Development Organization (UNIDO) and the Ministry of Economy of Ukraine today launched the "National Guiding Framework (NGF) for Standards and Technical Regulations for the Green Reconstruction of Ukraine" along with its comprehensive Implementation Plan during an event that brought together more than 150 stakeholders online and offline. This initiative sets the foundation for leveraging standards and technical regulations as practical tools for rebuilding Ukraine with a focus on environmental sustainability and economic recovery.

The NGF aims to strengthen Ukraine's path to European Union (EU) market integration by aligning reconstruction efforts with international best practices and standards, ensuring a green and sustainable rebuilding process. It equips national institutions and local stakeholders with the tools needed to design, formulate, and lead green reconstruction projects in the coming decades. Developed through a collaborative effort involving UNIDO, the Ministry of Economy of Ukraine, the Ukrainian Standardization Body (UAS), quality infrastructure institutions, national business associations, municipalities as well as partner organizations such as CEN CENELEC and the British Standards Institution (BSI), the NGF reflects a broad consensus on the importance of standards and technical regulations in the reconstruction process. The framework addresses key areas including a mapping of relevant standards, the role of green public procurement and standards for designing sustainable projects. 

UNIDO remains fully committed to supporting Ukraine throughout its green reconstruction process, working closely with national and international partners to ensure sustainable practices are at the forefront of recovery efforts. This approach, which is also embedded in the UNIDO Green Industrial Recovery Programme for Ukraine, aims not only to rebuild what was lost but also to create a resilient and environmentally sustainable foundation for future generations.

The development of the NGF, supported by the governments of Switzerland (through SECO) and Germany (through BMZ), represents a significant step towards Ukraine's sustainable recovery and integration with EU markets.
