Support for accession to the WTO GPA

Since 2010 the EBRD has been actively supporting countries pursuing accession to the World Trade Organization’s Agreement on Government Procurement (WTO GPA). This includes not only support and advice regarding negotiation strategies but also assistance with national policy reforms. Technical cooperation in this regards supported legal reforms to open public procurement markets to international trade and to comply with the WTO GPA standards. For example, the Bank supported the development of new laws on public procurement and new electronic procurement procedures in Armenia, Moldova, and Ukraine. Upon joining the GPA, the new GPA Members adopted new legislation to introduce transparency and competition standards across national procurement systems and promote mandatory use of electronic procedures to improve access to public tenders and efficiency of procurement processes.
