Gender Mainstreaming, Employment and Youth - Spain
Support is given to African organizations for the economic empowerment of women through the strengthening of fisheries associations in 16 countries and two pilot projects for business incubators. Spain has provided the Spain-NEPAD Fund for the Empowerment of Women through two contributions totaling € 20m: the first, € 10m, was disbursed in 2007, and the second (€ 10m) in December 2010. It is expected that the Fund will be operational in the first quarter of 2017. It includes business incubator projects with the Regional Economic Communities: COMESA (Common Market for Southern and Eastern African Countries) and ECOWAS. The objective of this € 2m initiative is to strengthen the capacities of women entrepreneurs in Africa and the gender programs of regional economic communities.

The initiative is developed within the framework of the Mercosur Program, in collaboration with the meeting of Ministers and High Authorities of Mercosur Women.
Various services are articulated to support the economic empowerment of marginalized women through training, the generation of regular income and the insertion in the labor market.
Spanish Cooperation has also been a benchmark in terms of support for gender budgeting programs in Latin America and the Caribbean: Strengthening democratic governance at the local level: Gender-responsive budget initiatives in Latin America (in collaboration with NGOs).
- Objectives: (i) to mainstream the gender dimension in the planning, implementation and monitoring of local budget processes; (ii) To promote the generation and consolidation of knowledge on gender-sensitive budgets (PSG), and, more broadly, (iii) to facilitate the replication of good practices and the exchange of lessons learned.
